I am under the impression that means they will tax you for simply existing. You will rarely eat meat(and most likely the meat they will allot to you will be 3d printed and not real anyway). They want bugs to be a large part of your diet. We are not meant to eat bugs, that will cause a great many illnesses from parasites and not to mention a plethora of other potential issues from the hormones exclusive to insects. They are pushing the concept of 15 minute cities which is just a prettier way of saying concentration camp. Fight the snake but know it won't die until you cut the head off.
