The PATRIOT Act violated civil liberties and privacy rights, and supercharged the ability to overreach and abuse power by government agencies. The law has been the subject of ongoing debate and legal challenges, with some provisions being struck down or modified by the courts.
The constitutionality of S 686 is very certain to violate the rights and principles established by the Constitution. As Orwell blushes we the people are being systematically diminished and betrayed.
