Japan violated by buying Russian oil above cap price Is this the start of countries defying USA ?

If Japan thinks the are strong enough to violate a trade agreement or think that USA is dis weak they can get away with it it sends a bad message to the rest of the world Will other countries think they can violate USA agreements with no consequences?
