Does God Really Repay the Unjust? Proverbs 22

The Proverbs contain many statements that don't always appear true on the surface. Take these three verses from chapter 22 for example:

V8 - Whoever sows injustice will reap calamity, and the rod of his fury will fail.
V16 - Whoever oppresses the poor to increase his own wealth, or gives to the rich, will only come to poverty.
V22-23 - Do not rob the poor, because he is poor, or crush the afflicted at the gate, for the LORD will plead their cause and rob of life those who rob them.

If God repays the unjust and rebalances those scales, why does it seem like the wicked are always winning?
