An Emerging Force of Citizen and Police
Crime and violence in our cities and throughout the nation have now reached a climate of lawlessness. Much the cause of this in Maryland rests with Legislators in the General Assembly and with Public Officials who pursue pro-criminal laws and policies.
CAPP has as its purpose the formation of the strongest of forces – that of an alert citizenry – to combat this crime and lawlessness. It seeks to educate, inform, and train individuals in a movement to counter the negligent and subversive acts of misguided public officials and others.
