BPro TotalVote Election Manipulation you can Count on

The Secretary of State is backloading the votes onto the counties instead of the other way, which it should be, where the counties certify their vote and send it to the SoS to certify the state. So where TotalVote is used there's no certification at the county level, they just rubber stamp what the SoS sends them. Sounds like a vote rigging system, doesn't it?
