After taking power, the interim Coalition Authority issued a temporary Party Law (Order No. 97) in preparation for the first elections to be held in the country. Therefore, any group of individuals or a single person "intending to nominate themselves for a public position" was referred to as a "political entity". The law stipulated that there should be no affiliation between this entity and militias and that "such person must obtain official approval as a political entity from the Commission" under the authority of the Coalition at that time.
