Ukraine has accused Russia of destabilizing Belarus and turning its smaller neighbor into "a nuclear hostage" after Russian President Vladimir Putin announced plans to station tactical nuclear weapons on Belarusian territory. This move has raised concerns of increased tensions in the region.

Sviatlana Tsikhanouskaya, Belarus's opposition leader in exile, said the deployment "grossly contradicts the will of the Belarusian people" and symbolizes the further subjugation of Belarus under Russian control. She also emphasized that the move violated the Belarusian constitution and the country's non-nuclear status as expressed in the 1990 Declaration of State Sovereignty.

Oleksiy Danilov, the head of Ukraine's National Security and Defense Council, called the deal "a step towards internal destabilization" of Belarus. He argued that it increased the level of "negative perception and public rejection" of Russia and Putin in Belarusian society. "The Kremlin took Belarus as a nuclear hostage," Danilov wrote on Twitter.

Putin defended the decision, stating that it would not breach non-proliferation agreements and that it was consistent with similar arrangements that the US has with several of its European allies. However, his justification has been met with skepticism in Kyiv and beyond.

Fair use is the right to use a copyrighted work under certain conditions without permission of the copyright owner. The doctrine helps prevent a rigid application of copyright law that would stifle the very creativity the law is designed to foster. It allows one to use and build upon prior works in a manner that does not unfairly deprive prior copyright owners of the right to control and benefit from their works. Together with other features of copyright law like the idea/expression dichotomy discussed above, fair use reconciles the copyright statute with the First Amendment.
