This is a nice ideea if the aproach is balanced otherwise if you significantly cut traffic in the central area cars will gravitate via the next ring, that ring towards next and so forth meaning there will be less congestion in the central area and more cars in the outer city areas. From personal experience in a city that did what Paris did (no car area in the central part of the city and near the river) i can tell you the experience is much better in those areas. In the same time green areas in outer city parts have been reduced significantly and there is more congestion because cars dont respect the same rules the farther away they are from the city center. Also obviously you need alternative transport routes and the police to enforce rules, otherwise there is a big difference between the central area and the rest.
