The RESTRICT ACT (SB 686) in the US Senate will have powers as broad as the Patriot Act except instead of travels, this will be communications. ICT (Internet Communication Technology). To me that means any communication over IP Services. That could be your VOIP Phone, Zoom, Skype, Discord and yes even Telegram or Signal.
