Kenya's Prime minister warns off fundamental devaluation of USD within two weeks

Prime minister Ruto, confidently and calmly advises any holders of USD to exchange them for something else as there will be a significant devaluation within two weeks. Is this the supposed 'Operation Sandman' that involves up to 142 countries globally who are simultaneously going to declare they no longer use the USD for trading.
