Ukraine is Not a Democracy

The Soviet Union was officially disbanded in 1991. Ukraine and other ex-Soviet republics began the process of creating democratic systems. The transition to a free market was not without its difficulties and risks. Its institutions were weak, and its citizens were unfamiliar with democratic processes.
