The Whitehouse Press secretary claims Joe Biden is the Best Communicator in the Whitehouse. The fact that he can barely get a sentence out kinds disagrees with that notion. And no, I don't think he has a stutter. As someone with a stutter myself, it doesn't make you do anything near what Joe Biden does.
