Russia finds biolabs so they can and will use them?

Make up your mind! Which is it? Russian propaganda that they exist, but they try to report it to the west? OR They do NOT exist and Russia is making it up.
Didn't they say the Russians were going to USE them, BECAUSE they DO exist?!
I'm really CONFUSED!
