Cesar Flores Ramirez aka "Chepe" is an inmate of the Wisconsin prison system. An illegal immigrant, yet on the cusp of freedom, is of recently legally battling for his life. Initially sentenced to 45yrs of incarceration appealed his sentence having been set for release back to his homeland of Mexico.
