On 16 and 17 March, the exercise participants trained to form an international detachment of warships in a designated area and conducted joint tactical manoeuvring in various ranks and combat orders. The crews carried out artillery firing at naval targets during the day and aerial targets at night. They also practised freeing a hijacked ship with hostages and assisting a ship in distress at sea.

Russia was represented at the exercise by a detachment from the Northern Fleet comprising the frigate Admiral of the Fleet of the Soviet Union Gorshkov and the medium sea tanker Kama. The Chinese People's Liberation Army dispatched its destroyer Nanjing, with Iran sending frigates Sakhand and Jamaran, corvette Bayandor, missile boat Tondar, small missile ship Zereh, the supply vessel Sirzhan, transport ship Shahid Nazeri, and other ships and vessels.

After the naval part of the exercise, the frigate Admiral of the Fleet of the Soviet Union Gorshkov made a business call at the port of Chabahar in the Islamic Republic of Iran to summarise the results of the joint work at sea and to replenish fresh water and food supplies.
