As a leader, rules and policies are not effective in building a strong culture. Your people will see this as forced. Instead set the expectation, be the example, and reward positive behavior.

A culture must unite the organization. You can not have different groups going in different direction while you are trying to end up at the same place. By demonstrating what you expect to see, people will trust that what you say and do align.
