On the morning of March 9th at approximately 1:23 A.M., I, Trooper First Class Darryle Hinton was patrolling the area of Dollarway and Hutchinson Street. I observed a white Chevrolet Impala with a defective right headlamp traveling Eastbound on Hutchinson Street approaching the intersection of Dollarway Road. I turned around to maneuver myself behind the Impala to initiate a traffic stop. Once I got behind the vehicle the operator continued traveling across Dollarway Road and made a quick left-hand turn into the Exxon gas station. I then activated my blue lights. The Impala continued through the parking lot before traveling back onto Dollarway Road and made a right-hand turn onto Hutchinson Street traveling West. I then activated my siren and advised Troop E Dispatch I was in pursuit from Hutchinson Street and Bullock Avenue.
While pursuing the suspect vehicle, I was able to get the license plate of AHU-14X. The suspect vehicle continued traveling Westbound blowing through stop signs and traveling at speeds of 85 miles per hour. I attempted to perform a Tactical Vehicle Intervention at the intersection of Hutchinson Street and U.S. Highway 65B by placing my right front bumper to the Impala’s left rear to end the pursuit. However, while crossing over U.S. Highway 65B, I observed a vehicle traveling in the opposite direction and deemed it unsafe to do at that time. The vehicle continued to flee while in the opposite lane of travel and nearly side- swiped opposing vehicles. As the suspect vehicle attempted to make a right-hand turn onto West Short 3rd Avenue, I pushed the rear of the Impala with the front of my bumper preventing the Impala from turning. The suspect vehicle then crossed over West Short 3rd Avenue and into the private drive of 5318 West Short 3rd Avenue. The suspect vehicle struck a white Chevrolet Tahoe that was parked in the driveway. I then placed my vehicle behind the suspect vehicle pinning it in.
Once the suspect vehicle stopped, the driver door opened, and a black male stood up in the doorway. I gave the suspect commands to show his hands, but he refused and fled on foot. A short foot pursuit ensued resulting in the suspect being caught in the back yard adjacent to 5318 West Short 3rd Avenue. The suspect was taken into custody without further incident. While walking back to my patrol unit, I observed a black handgun directly where the suspect was standing when he exited his vehicle. The suspect was placed in my patrol unit and was identified as Jeremy Shephard of Pine Bluff Arkansas.
Mr. Shephard is a convicted felon. He had a suspended driver’s license, a misdemeanor warrant and two felony warrants. The handgun that was located was a Smith and Wesson M&P 9mm with 8 live rounds. The serial number is JEH3662.
I then went back to the vehicle for an inventory search and smelled a strong odor of marijuana. After searching the vehicle, I found 17 blue-ish green pills located in a military-colored fanny pack. After field testing the pills, it was determined that they had a cocaine-based substance inside. Both the handgun and the pills were seized and placed into evidence. They will be sent to the Arkansas State Crime Laboratory for testing.
