Council Advocacy and Petitioning Useless

An discussion on petitioning and advocacy in regard to local councils. The latter are useless as they hold no legal force.
Best is to hold your local council to its commercial liability, as councils are private commercial trading entities and must accept attendant liability, else they cannot legally trade.
So forget about advocacy and petitioning, entirely, is the best suggestion I can make.
