Ray was born in 1939 in New Mexico, and he had a troubled childhood. He was known to be a heavy drinker and drug user, and he had a history of domestic violence. In the 1990s, he began to escalate his violent behavior and started abducting women and taking them to his trailer to torture and rape them.

Ray's trailer was soundproofed and contained a variety of instruments and restraints, including chains, pulleys, and surgical tools.
