The AGM-88 HARM is a highly capable tactical, air-to-surface anti-radiation missile that is designed to detect, attack, and destroy radar antennas or transmitters with minimal input from aircrew. Developed by Texas Instruments and later produced by Raytheon Corporation, the HARM is widely regarded as one of the most effective anti-radiation missiles in the world. One of the key features of the AGM-88 is its proportional guidance system, which homes in on enemy radar emissions using a fixed antenna and seeker head in the missile's nose. This guidance system is complemented by a smokeless, solid-propellant, booster-sustainer rocket motor that propels the missile at speeds over Mach 2.0, allowing it to quickly close in on its targets and strike with precision. The HARM was originally developed for use by the U.S. Navy and was first carried by the A-6E, A-7, and F/A-18A/B aircraft, before being equipped on the EA-6B and EA-18G dedicated electronic attack aircraft. It was also used by the U.S. Air Force on the F-4G Wild Weasel aircraft, as well as on specialized F-16s equipped with the HARM Targeting System (HTS).

Fair use is the right to use a copyrighted work under certain conditions without permission of the copyright owner. The doctrine helps prevent a rigid application of copyright law that would stifle the very creativity the law is designed to foster. It allows one to use and build upon prior works in a manner that does not unfairly deprive prior copyright owners of the right to control and benefit from their works. Together with other features of copyright law like the idea/expression dichotomy discussed above, fair use reconciles the copyright statute with the First Amendment.
