Mexican cartel issues apology letter for kidnapping and killing Americans

The Gulf Cartel has issued a written letter apologizing for the kidnapping and killing of a group of Americans in Matamoros on March 3. The cartel condemned the crime and handed over five of its members who were involved to Mexican authorities.
