What happened to the irrigation timer?

While trying to find an irrigation control valve, I turned this valve where a backflow preventer should be and the drip irrigation system turned on. Without a timer, it is too easy to forget the water is running and then the yard is flooded! This is not the correct way to turn on an irrigation system, repairs by a qualified irrigation specialist are recommended.
