A steam distillation process is employed to extract mullein oil from the plant's leaves, flowers, and buds. It is possible to produce mullein oil using either hot (active) processing or cold (passive) processing on fresh or dry parts of the plant.

Hot (Active) Oil Infusion: This method includes heating a carrier oil, like olive oil, with mullein flowers or leaves for up to three hours in a double boiler. The product is then stored after being strained.

Cold (Passive) Oil Infusion: When using the cold procedure, dried flowers or leaves of mullein are placed in a carrier oil and steeped for 7 to 10 days.
