The book of Numbers chapters 23-25 tells the story of Balak, the king of Moab, who hires the prophet Balaam to curse the Israelites who are encamped nearby. Despite Balak's insistence, Balaam is only able to bless the Israelites, as God has already determined to bless them and make them a great nation.

Chapter 23 of the book of Numbers is part of a larger narrative that follows the Israelites as they journey through the wilderness on their way to the Promised Land. At this point in the story, they are camped in the plains of Moab, near the Jordan River.

Balaam initially refuses to curse the Israelites because God warns him not to. However, after Balak, the king of Moab, offers him great wealth and honor, Balaam agrees to go with him to a high place from which he can see the Israelite camp. There, he offers sacrifices and waits for God to speak to him.

In chapter 24, Balaam again blesses the Israelites and prophesies about their future greatness, including the coming of a powerful ruler from among their people. Balaam offers three blessings on the Israelites, each one more elaborate than the last. In the first blessing, he speaks of the Israelites' great numbers and how God has blessed them. In the second blessing, he describes the Israelites' military might and predicts their victories over their enemies. In the third and final blessing, he prophesies about a coming ruler from among the Israelites who will be victorious over all their enemies and establish a great kingdom.

These blessings again emphasize God's sovereignty over the Israelites and His faithfulness to His promises. Balaam is unable to curse them because God has already determined to bless them and make them a great nation. The blessings also point to the future of the Israelites and their eventual establishment as a powerful kingdom, in accordance with God's plan for them.

Chapter 25 describes how some of the Israelites begin to engage in sexual immorality with the women of Moab, and begin to worship the Moabite gods. God responds by sending a plague upon the people, which kills many of them.

Throughout these chapters, God's sovereignty is emphasized in several ways. First, Balaam, who was hired to curse the Israelites, is unable to do so because God has already determined to bless them. Second, Balaam's prophecies about the future of the Israelites are presented as coming directly from God, indicating that God is in control of their destiny. Finally, God's punishment of the Israelites for their sins emphasizes that God is in control of their lives and will hold them accountable for their actions.
