Positive approach vs. B.C. but time will tell. What do you do with the people that refuse treatment and continue to live unlawfully on our streets? What is the percentage of successful rehabilitation? There is far more to this than just drug addiction. I suggest watching Soft White Underbelly to fully realize what we are up against.
