Release of snowmelt to the Great Salt Lake instead of storage for the drought

Update on the water:
Parleys Canyon has had so much snowpack that, according to the city's drought response team and Department of Public Utilities, the snowmelt in that area could fill an entire reservoir. In fact, we've had some much snow they are worried about runoff and flossing when it all melts. Rather than figure out ways to store that water for the drought, they are releasing water from these reservoirs to the Great Salt Lake.
