Turkey has begun work to rebuild homes for 1.5 million people whose buildings were destroyed in a series of earthquakes.
More than 50,000 people were killed in Turkey and Syria.
With elections just months away, President Erdogan pledged to rebuild as soon as possible.
But his government is under pressure to prioritize safety standards.
