The Owl Bear Cub can be found in a cave with his mother. If you kill his mom, but allow the cub to live he will be captured by the goblins. If you save the cub from the goblins he may come to your camp. It is then possible to tame the cub and he becomes a camp follower. Being able to cast Speak with Animals isn't mandatory, but it helps!
