Jacqueline Breger makes an incredible claim: that all of the AZ executive branch is captured by the Sinaloa Cartel. Thaler and Breger allege that Hobbs, Fontes, 3 of the board of supervisors have taken bribes: Gates, Hickman and Galvin.
