Does Elder Oaks Provide Clarity on the Church and the respect for Marriage Act? not Really

On Feb 11 the Church thru a presentation to Church leaders in Illinois and Wisconsin offered a statement clarifying the stance of the Church and their support for the Respect for Marriage Act.
Maybe they see or know something I don't but I am definitely more clear.
