Russia has dropped out of START (Strategic Arms Reduction Treaty)..meaning they are free to make as many Nukes as they desire. Putin is also considering adopting the USA policy of "Pre-emptive Strike" stance. Meaning; If Russia is threatened directly with destruction, they are justified in using Nukes in a "first strike" scenario.
