February 21, 2023 was the one year anniversary of Russia's recognition of the Donetsk People's Republic and Lugansk People's Republic. In Moscow, Russian President Vladimir Putin delivered a roughly two hour state of the union-style speech at 09.00 UTC (give or take a few hours). This was a speech mostly focused on Russian domestic concerns – economic, stratgegic, etc. – but did contain portions in which he reflected on the situation which led to formal Russia recognition of these breakaway ex-Ukrainian oblasts as independent republics, the the ensuing war, its greater geopolitical significance, and future outlook/consequences of this still-ongoing confrontation.

Many western observers expected this speech to take on a more bellicose tone than it ultimately ended up taking. Along similar lines, though many people were anticipating a flurry of EAMs (and/or FDMs) on this date, message traffic continues to be fairly sparse. These are recordings of Emergency Action Messages. They are transmissions sent out across the High Frequency Global Communications System (HF-GCS), which is used by the US military to communicate with various assets, including nuclear-capable aircraft and submarines.

"The HF-GCS is used by the United States Air Force to send instructions for their operations through messages, and most commonly send Emergency Action Messages (EAMs). The HF-GCS is not exclusive to the USAF, and is used by other countries too, but not as often. They also send higher priority messages known as “Skyking Messages” which will even be read over-top and interrupt an EAM to be read. Both of these messages are time sensitive and are read live in NATO Phonetic letters. The primary HF-GCS frequency is 11175 kHz, and it transmits 24/7 on that frequency as well as 8992 kHz.
