In December 2022, the Japanese government approved a $320 billion defense budget aimed at developing new capabilities to counter potential threats to the country's security. The budget includes plans to develop a range of missiles and glide vehicles with ranges of up to 3,000 kilometers, which could reach parts of China and North Korea. Japan views China as its greatest strategic challenge, North Korea as a graver and more imminent threat, and Russia as a serious security concern. In response, the government has implemented a range of measures to improve its defense capabilities, including the purchase of air-launched missiles such as the Norwegian Joint Strike Missile and the US Joint Air-to-Surface Stand-Off Missile.

Fair use is the right to use a copyrighted work under certain conditions without permission of the copyright owner. The doctrine helps prevent a rigid application of copyright law that would stifle the very creativity the law is designed to foster. It allows one to use and build upon prior works in a manner that does not unfairly deprive prior copyright owners of the right to control and benefit from their works. Together with other features of copyright law like the idea/expression dichotomy discussed above, fair use reconciles the copyright statute with the First Amendment.
