What it says is that the ONLY thing that any school Board Chair can control is 1) place (the porn laden HS library), 2) time (3 minutes) and 3) manner (it has to be school, or public related.

They can’t control you talking about specific names, specific issues, anything you want, because their policies are not above 1A.
