Railroad Engineer Questions Axle Break Excuse for East Palestine, Ohio Derailment/Chemical Spill

A veteran railroad engineer told me his biggest question mark lies with the cause of the derailment: a broken axle.

The engineer said a faulty axle should have been detected upon inspection (two are required) before leaving a station.
The Comprehensive Environmental Response Compensation & Liability Act of 1986 (CERCLA) requires facilities which manufacture, process, import, or otherwise use chemicals and defines a procedure for emergency releases.
