Strange HAARP like sounds heard near a steelmill in USA

Some sounds might be explained (although its a far fetched since they would be heard near other steelmills) but others can really not. Steelmills use electric arcs to heat up steel, they do produce some noise but this far out? And the strange noise heard in this video? No way. Also steel mill machines operate for more than a minute or two. The sounds are more like HAARP.
