Wendell covers NATO's Second Offset Strategy which came about after the Vietnam and Yom Kippur wars demonstrated Soviet conventional weapon superiority. NATO's previous focus on nuclear weapons became obsolete after the Soviets achieved parity and mutual destruction deterrent. So NATO shifted back to modernizing its conventional warfare capabilities in the late 1970's and 1980's. It culminated in the hugely successful 1991 Gulf War.
