Wendell covers NATO's First Offset Strategy, which was NATO's move in the 1950's to develop nuclear bombers, submarines, and missiles in numbers to counter the Soviet's manpower advantage in central Europe. At the time, this was called Eisenhower's "New Look" strategy, after regime change attempts failed in Korea.
