Vanguard 13G 2/10 states they own 51 M AMC shares Mathematically impossible without criminality

Who did Vanguard buy these 51 million AMC shares from? We were at 100% utilization there are no shares available to short but miraculously Vanguard finds 47,000,000 AMC shares on 2/09 and then another 4,000,000 shares on 2/10 This screams of criminality Where is the SEC?
