12 He who is eight days old will be circumcised among you, every male throughout your Generations, he who is born in the house, or bought with money of any foreigner who is not of your seed. 13 He who is born in your house, and he who is bought with your money, must be circumcised. My covenant will be in your flesh for an everlasting covenant.
Abram is changed to Abraham, Sarai is changed to Sarah and GOD is about to set about creating the nation of Israel. It will begin with the birth of the promised son who is Isaac, and of course, his son will be named Jacob, and he will have his name changed to Israel (GOD prevails).
Laugh here is the Hebrew verb צָחַק ṣāḥaq so Abraham was in the act of laughing in jest. Some try to paint this as laughing in a happy believing relieved sense, but the word itself doesn’t back that up.
