Get jabbed or we'll come and find you - Chris Hipkins, incoming New Zealand Prime Minister

Chris Hipkins saying that everyone will get the opportunity to get jabbed by the end of the year but there will be some hesitancy and suggesting that they will have to go and find them.

This sounds a bit ominous, don't you think?: Is it a poor choice of words or bit of a threat?
