There are a couple of problems with using chemical weapons on the battlefield under modern conditions:
#1. Using a chemical weapon to target an individual soldier gives no tactical advantage while creating all sorts of strategic problems.
#2. Production is hard. While a chemical weapon could theoretically be created in a high school chemistry lab, loading that agent into a shell requires state support. It is doubtful Ukraine would make chemical weapons a state policy for reason #1.
#3. Blood agents like the cyanogen chloride that was claimed to have been used cause hypoxia, not the kind of thrashing associated with drowning.

This is how Russian propaganda works - it preys on your lack of knowledge about how the military and chemical weapons work. Fight back with knowledge.
