Chinese spraying balloons

In recent years, Chinese balloons have been spotted more often over various countries, some calling them weather or spy balloons. However, China has enough advanced spy satellites that can unobtrusively spy on much larger areas.
Yesterday's shoot-down showed that in addition to hydrogen or helium, these balloons are also filled with powdery substances, which is a clear indication that they must be toxins released during the flight.
