Chinese Spy Balloon or Hardtack/Yucca EMP Test

What is really going on? In the 1950's we were using these very same balloons to test nuclear EMP devices in the US. Why didn't biden shoot the balloon down before it went across the entire country—what are they hiding from us? Was it really a Chinese balloon?
