Two humiliating setbacks bookended Putin’s surprising announcement to mobilize 300,000 fresh conscripts—the first when Ukrainian forces liberated 12,000 square kilometers of territory in and around Kharkiv, and the second when Russian military leaders announced they would be withdrawing from Kherson back across the Dnipro River, abandoning a strategic city they had allegedly annexed only several weeks prior.
