Tactical collections teams, HUMINT or CI (these are often interchangeable, but mean slightly different things; to some) are often small, 4 person or so teams. This mean all the work of the mission, team maintenance, camp assignments, development, meetings, comms, missions, leave...everything falls on the backs of this small contingent. Now layer in the various capabilities and levels of professional knowledge and you get a morass of problems thickened by over worked, over stressed folks who need to leave the camp to be successful; maybe.
