It is usually made from lamb or sheep roasts (lung, stomach, liver and heart) mixed with chopped onions, oatmeal, herbs and spices, all stuffed in a bag made with the animal's stomach and cooked for several hours.
In 1971 the United States decreed that it was illegal to import haggis from the United Kingdom, because of a ban on all foods containing sheep's lung, which constitutes 10 to 15% of the original recipe. The situation became even more complicated in 1989 when all types of beef and lamb from the United Kingdom were banned from the United States because of the BSE crisis. In 2010, a spokeswoman for the U.S. Department of Agriculture said the ban on importing meat products was being reviewed, but that the ban on imports of food containing sheep's lung would remain.

This dish is an object of fun for many people. Those who ask a Scot about him rarely get a straight answer. The usual "answer" to what a haggis is often is: "A haggis is a small four-legged creature from the Scottish Highlands that has members on one side shorter than those on the other.
