CALIFORNIA HOLDING UP COLORADO RIVER STATES WATER AGREEMENT - SO THE FEDS MIGHT STEP IN

California is holding up the seven states who have an agreement over Colorado water use. Six states have come up with an agreement, California is coming up with it's own. Mexico who is also on the receiving end is not even part of the reduce your water use talks. All parties agree on one thing, the other party should reduce their water use more.
