Man Circles Apartment Building With Firearm

Info from Licensor: "I filmed this from my apartment window, after a friend of mine had left and saw the man circling the building. I called 911 as I was scared and stunned, but they informed me that Wisconsin is an open carry state so he was not breaking any laws. Nothing has since happened besides the man still doing his laps with his guns."
